Shamil Dusievich Buraev was born on January 28, 1958, in Achkhoi-Martan, Achkhoi-Martan district, Checheno-Ingush Autonomous Soviet Socialist Republic (CIASSR), USSR.
In 1974 he finished the Achkhoi-Martan secondary school. The same year he entered the Mountain People's Agricultural Institute from where he graduated in 1981 as a zootechnician. For more than ten years, he worked in the agricultural production sector in the Achkhoi-Martan district.
In the early 1990s, he successfully went in business in Moscow, Russia.
In the periods from 1995 to 1997 and 1999 to 2003, he occupied the post of head of administration in the Achkhoi-Martan district.
On June 5, 2000, the Russian president issued a decree decorating him with the Order of Courage.
Under his leadership, Achkhoi-Martan district laborers took first place in the republic in agriculture in 2001; first place in development and tree-planting and second place in agriculture in 2002; and first place in organizing migration in 2002.
In June 2003, Acting President Akhmad Kadyrov of Chechnya issued a decree relieving him of his post.
Shamil Buraev studies regional management at the extramural department of the Russian Presidential Academy of Civil Service. Married. Has three children.
